The newest big city in DeKalb
Voters approved cityhood in November 2016 and Stonecrest elected its first mayor in March 2017, which makes it one of the youngest cities in the metro. It is also the largest city lying entirely within DeKalb County, with 59,194 residents in 2020, and much of its mail still carries a Lithonia address. The city sits in DeKalb's far southeastern corner, about 13 miles from downtown Atlanta, built around Interstate 20 and The Mall at Stonecrest, with the Arabia Mountain National Heritage Area, the Davidson-Arabia Nature Preserve and the Flat Rock Archives to the south.
DeKalb County runs the pipes
The city does not operate a water utility. DeKalb County Department of Watershed Management draws from the Chattahoochee River upstream of Atlanta, treats it at the Scott Candler plant and also collects and treats the wastewater. Its 24-hour emergency repair line, 770-270-6243, is the number for a main break, a meter problem or a sewer spill in the street; billing and cutoff questions go to 404-378-4475.
Responsibility splits at the meter. DeKalb owns the line from the street main through the meter, and the owner owns everything from the meter to the house. DeKalb also publishes a Service Line Inventory where customers can look up their line material, and its water quality report advises extra flushing for homes with lead or galvanized service lines.
Permits through the Building Department
The City of Stonecrest Building Department, on Stonecrest Boulevard, handles permits through its Citizenserve portal (770-224-0200, permits@stonecrestga.gov). Its building permit application treats plumbing as subcontracted work, and every subcontractor on the job has to file a Subcontractor Affidavit before any inspection will be scheduled, so the plumber you hire should expect that paperwork.
Irrigation and backflow
DeKalb's backflow section covers every county water customer. A single-family home with an irrigation system needs a backflow assembly on the customer side of the meter, installed by a Georgia plumbing contractor and tested every year by a GBPAT-certified tester. The section can be reached at 404-687-4075.
Housing in the 30038 ZIP
A citywide median year built was not available, but in ZIP 30038 about 23% of houses predate 1980. Most homes are newer suburban construction, where water heaters, toilets, disposals and fixture valves make up the common calls, while the older share is where drain and supply line problems surface more often.
Gas safety and placing a call
Atlanta Gas Light is the gas pipe utility for the area, even when the bill comes from a marketer. Smell gas? Leave the building, then call 911 and Atlanta Gas Light at 877.427.4321 once you are away from the house. Compared with Atlanta, the water and sewer agency is DeKalb County and permits come from Stonecrest. Phone the number on this page, describe the problem, and you'll be connected with an independent plumber who serves Stonecrest.
